From Patchwork to Blueprint: Toward a Coherent EU Tech Framework
As part of its simplification agenda, the European Commission has announced a digital omnibus package for the end of 2025. The goal is to reduce bureaucratic reporting obligations for businesses and to harmonize the digital regulatory framework. The following resource collection highlights key challenges in various fields of digital regulation resulting from the increasing number of EU digital acts. It will be updated and expanded on an ongoing basis.
Instead of providing legal certainty, the flood of new EU regulations has increased regulatory complexity in the digital economy. To ensure the Omnibus Package delivers meaningful simplification, a holistic approach is needed that standardizes the definition of terms, harmonizes reporting requirements, and eliminates legal uncertainties.
This overview highlights specific areas of conflict and potential points of tension, while presenting initial approaches to minimize contradictions between existing and upcoming regulations.
The new cybersecurity laws have created a patchwork of regulations. Companies are often required to report the same information multiple times, face inconsistent rules, and deal with increased bureaucratic burdens. In this context, the Cybersecurity Act must evolve beyond certification to serve as a central coordinating tool for coherence and simplification.
Implementation challenges and unclear requirements jeopardize the AI Act’s goal of mitigating risks while fostering innovation. To better realign the AI Act with this objective, we propose specific simplifications that enhance feasibility and safeguard innovation.
