Bitkom-Hauptgeschäftsführer Dr. Bernhard Rohleder: „Die Initiative geht, so verständlich sie auf ersten Blick sein mag, in die falsche Richtung. Die digitale Wirtschaft braucht zweierlei: Sie braucht erstens mehr Investitionen und Kapital gerade für besonders wachstumsstarke Tech-Anbieter und Startups. Und sie braucht zweitens vergleichbar günstige Investitionsbedingungen in Auslandsmärkten. Dafür sollte sich die Politik stark machen, anstatt internationale Investoren abzuschrecken.
Der Vorschlag der Bundesregierung ist extrem weit gefasst und bezieht u.a. Softwarehäuser und IT-Dienstleister ein, die Infrastrukturbetreiber aber auch Banken beliefern. Es wird unter den 60.000 deutschen Software- und IT-Serviceanbietern kaum ein Unternehmen geben, das nicht auch in diesem Bereich Kunden hat. Die jetzt angedachte Regelung stellt damit faktisch die gesamte deutsche Softwarebranche unter Beobachtung und belegt sie mit einem Veto-Vorbehalt.
Das Außenwirtschaftsgesetz bietet dem Staat heute bereits eine Handhabe, bei besonders sicherheitskritischen Unternehmensübernahmen zu intervenieren. Die Politik macht von diesen Möglichkeiten aus gutem Grund nur sehr sparsam und mit größter Zurückhaltung Gebrauch. Wo die verfügbaren Möglichkeiten bisher kaum genutzt werden, erstaunt uns sehr, dass jetzt die rechtliche Basis für staatliche Interventionen gegen Investitionen und Unternehmensübernahmen erweitert werden soll.
Wie auch immer die Bundesregierung entscheidet: Wir dürfen kein Signal der Abschottung an die internationalen Märkte senden. Deutschland ist mehr als jedes anderes Land der Welt auf den Austausch von Waren, Dienstleistungen und Kapital angewiesen.“
